1704.22 Standpipe system special inspection. New and altered standpipe systems shall be inspected in accordance with Sections 905 and 1704.22.1. The permit holder responsible for the standpipe work shall perform all required acceptance tests, and complete and sign the appropriate contractor’s material and test certifications. The special inspector shall witness all required tests, verify that installation of all materials, fittings, hangers, assemblies and signage are in accordance with the approved construction documents, that painting of the standpipe system required by Section 905.11 of this code has been performed and that the contractor has transmitted required maintenance literature and instruction to the owner. The special inspector shall verify that the material and test certification forms have been transmitted to the Fire Department and the Department of Buildings‡.

Exception: The special inspector need not witness the hydrostatic pressure test shall not be required when such test is witnessed by the department.

Minimum Qualifications: Primary Inspector or Inspection Supervisor. 

  • PE- Mechanical Engineering; and
  • 1 year relevant experience OR
  • NYC Licensed Class A or Class B Master Fire Suppression Piping Contractor License; and
  • Independent of installer.
Supplemental Inspector (Alternative 1)

  • Bachelor’s Degree in Mechanical Engineering; AND
  • 3 years relevant experience.
Supplemental Inspector (Alternative 2)

  • Technician with NICET Level II Certification in Fire Protection – Inspection and Testing of Water-based Systems.

2. Inspect and verify that the installations of all materials, fittings, hangers, assemblies and signage, complies with the installation standards. Periodic – during the erection of piping and prior to concealment. BC 1704.22 • PE/RA of record approved equipment and material submittals.
3. Inspect and record hydrostatic test results. Periodic- At completion of installation before sign off. BC 1704.22

• DOB approved plans.

• PE/RA of record approved equipment and material submittals.

• Witness hydrostatic test,pressurized to 200 psi or 50 psi above the maximum operating pressure for 2 hours without loss of pressure. Test shall be completed for each zone.

• Transmit all required forms and test results to the Fire Department and the Department of Buildings.

4. Inspect and record flow test results. Periodic- At completion of installation before sign off. BC 1704.22

NFPA 14, Chapter 11.5.1 • DOB approved plans.

• PE/RA of record approved equipment and material submittals.

• Witness flow test at the most remote hose outlets in each pressure zone. The maximum flow shall be 250 gpm per hose outlet at each test manifold with a pressure of 65 psi.

• Transmit all required forms and test results to the Fire Department adn the Department of Buildings.

5. Reports & Filing Immediately after inspection and test is conducted and passed. BC 905.1

• PE/RA of record approved equipment and material submittals including a detail of procedures, methods to be used adn items subject to testing.

• Complete report must include identification of all devices by manufacturer, nameplate data, design values, measured values and identification tag.

• A copy of the final report and each inspection shall be filed with the department and Fire Commissioner.

• A record of inspections and test shall be maintained on the premises by the owner for at least two years.

6. Re-Acceptance Testing Conducted after any modifications to the system or physical changes to the building that may affect performance. FC 901.6.1

• Perform same inspection and testing as outlined above to confirm performance of existing system.
